IT Business Change Officer (HKSAR)

  • At least 8 years post-degree full time working experience in change management implementation or similar IT/ administrative duties
  • “Level 5” or above in Chinese Language and English Language in the HKDSEE/ Grade C or above in Chinese Language and Culture and Use of English in HKALE, or equivalent

Job requirements:

  • A Bachelor’s Degree from Hong Kong University, or equivalent;
  • At least 8 years post-degree full time working experience in change management implementation or similar IT/ administrative duties, carrying out change management related activities, project coordination, contract management, content management and training, etc., with at least 4 years’ experience at supervisory or above level; and
  • Good command of written and spoken English and Chinese, and met the language proficiency requirement of “Level 5” or above in Chinese Language and English Language in the HKDSEE/ Grade C or above in Chinese Language and Culture and Use of English in HKALE, or equivalent

Responsibilities:

  • To map out the change management strategy, formulate / fine-tune change management plans and devise details of various change management initiatives;
  • To liaise and coordinate with various parties in LCSD, and drive implementation of the change management initiatives for the implementation of Smart Library System
  • To carry out change management activities extensively during the course of project implementation to gain end-user buy-in and mitigate their concerns;
  • To equip and support staff to adopt the change smoothly having regard to the change impact and staff readiness for the change with a view to facilitating smooth transition to the future operation mode in the department
  • To assist in carrying out service design by adoption of Design Thinking methodology to improve user experience and fulfil public expectation;
  • To formulate publicity plan and carry out execution work for gaining public acceptance
  • To attend / convene relevant meetings on change management and project implementation, and provide advice, guidance and support on change management to library staff during the change process;
  • To monitor and review the progress and effectiveness of the change management initiatives with library management; and
  • To undertake any other duties as assigned
